The framework serves as a joint initiative between the National LGPS Frameworks team and the Local Government Pension Scheme Advisory Board for England and Wales. It functions as a vetted list for organizations seeking to track investment expenses more effectively.
These efforts decentralize monitoring work previously handled by Byhiras, whose current contract is scheduled to conclude in August 2026.
ClearGlass earned approval for two specific service categories: investment cost data collation and reporting, alongside analysis and benchmarking. The geographical scope of this project encompasses the entire United Kingdom. It draws upon the LGPS Code of Transparency, a set of guidelines created in 2017 to bring greater visibility to fee structures within the pension sector.

Councillor Roger Phillips, chair of the LGPS Scheme Advisory Board, noted that this process simplifies how clients procure necessary validation and analysis tools. He added that the system offers assurance because all selected vendors have undergone a rigorous screening process to meet specific operational requirements.
The company plans to assist pension pools with the migration from the existing centralized offering to the new model. This includes managing Cost Transparency Initiative templates and validating data to ensure accuracy. The firmโs founder, Chris Sier, was instrumental in developing the original transparency code, and the entity has historically focused on providing value-for-money metrics for institutional asset owners.
Previous findings from the firm highlighted significant price discrepancies for identical investment mandates. Chris Sier told Pensions Expert last year that for one UK passive equity fund, some investors were paying 10 times less than others. Tim Brown, chief executive of the provider, stated that the organization intends to utilize its analytics to help funds drive better value for their members and stakeholders.
